{13} Unplanned Tickets - Core (All projects)

These are tickets from the CMS/Sapphire modules without a milestone, except for "trivial" tickets which are sent straight to the graveyard, and "minor" tickets, which are listed in the minor tickets report.

This list should be kept empty - either by assigning each ticket a specific milestone, or by demoting them to minor / trivial priorities. It's important that we keep have a ticket list that lets us know what we should be working on!
