Check for POST support in the installer

Description

And damn right it should. This happened for the seed website, so we should probably add a check for it in the installer. If the PSOT method isn't allowed, apache returns a 501 error on any ajax request.

POST requests being disabled is a pretty wacky thing to have set up, but yes, we should check for it.
