cms incorrecly reporting broken links

Description

cms doesn't refresh correctly when broken links were fixed - still says "page contains broken links" and highlights them in red after you fix the links and re-save the page

We should fix this one way or another in 2.3. If we can't get the broken link detection reliable, then we should just disabled it.
