Placement of "Re-check requirements" button

Description

if not all requirements are given, it is not fully clear which action to take, mainly due to the placement of the "Re-check requirements"-button: it looks like it just checks the database-connection. As a user i would expect a form-action at the bottom of the page, no matter if requirements are met or not. Also, if requirements are missing, an anchor-link from the error-message to the requirements-list further down would be cool :)
