Adding improvements to the SilverStripeNavigator? bar aimed at site developers.

* Flush Template * Rebuild Database * etc...

We weer just discussing this on IRC, and thought that if the Director::$environment_type was 'dev', then it could show up other options next the the Draft Site/Published Site - e.g. 'Flush all templates', 'Rebuild database' and 'View compiled template' and other things that you normally have to know the URL commands for.

As a developer, I love the idea of a function that SS had before it was open sourced - an automatic db/build and flush that occurred whenever a file was modified. I think would be invaluable in some instances, so some sort of toggle button to turn this feature on and off would be a godsend.

Imagine how much effort that would save all the first timers doing the tutorials who (like me I'm sure), forget to do a db/build and wonder why the changes they made aren't appearing!
