Children (sub) pages are not translatable

Description

ISSUE:

On i18n enabled websites, children pages fail to appear in the SiteTree? when browsing in translation mode. Functionality is available in 2.2.1 but appears broken in 2.2.2-RC5.

STEPS TAKEN TO REPRODUCE ISSUE:

1) Create new page in primary language
2) Create child page in primary language
3) Switch to alternate language with language dropdown box in bottom left hand pane
4) Child page does not appear to be translatable
