IIS - file path problem when loading i18n files

Description

There were a few back-slash vs. forward-slash issues between Apache and IIS. Also the url passed to 'makeRelative' contained a parent folder reference 'sapphire/../'. Please see the attached diff. I tested it on both Apache 2.2 and IIS6.
